Quebec recently organized the largest immigration draw of 2020 in September and distributed 365 invitations among people interested in immigrating to Canada. The candidates who had filed an expression of interest to indicate that they wanted to immigrate to French-speaking Quebec were successful in securing invitations to apply for permanent residence.

Details of the Quebec Immigration draw
Quebec sent out the invitations to people who filed an expression of interest via the Arrima portal that is responsible for managing the applications for the Regular Skilled Worker Program. Quebec’s Ministry of Immigration, Francization, and Integration (MIFI) targeted three categories in particular.
The first group required a validated offer of employment in Quebec in order to receive an invitation. On the other hand, the second category was meant for people already staying in the province as a consular officer, a diplomat, a representative for the UN, or an intergovernmental organization that functions in Quebec. The draw would have also catered to candidates who form the staff of any such official since those occupations are stated under Section 26 of the Quebec Immigration Regulation.
Thirdly, MIFI extended invitations to Arrima candidates who have the potential to contribute to the province’s prosperity invitation criteria but do not fulfill all the necessary criteria. MIFI has never invited candidates in this category before.
Quebec has not mentioned the pattern of distribution of the invitations. It is important to note that Quebec has more power over its immigration process than any other province. The Government of Quebec picks economic-class immigrants like entrepreneurs and skilled workers while the MIFI manages the entire process.
